Our Civic Participation & Governance pillar is grounded in the conviction that youth are not just beneficiaries of policy they are critical partners, innovators, and changemakers who must shape the systems that affect their lives.

Building Inclusive and Accountable Governance Through Youth Engagement
HoAYN works to strengthen youth leadership, civic education, and participatory governance across the East and Horn of Africa region. We provide platforms and capacity-building programs that equip young people, youth-led organizations, and community networks with the skills to effectively engage in governance processes, from local councils and county governments to regional and continental institutions such as IGAD, the African Union, and the East African Community.
Our approach emphasizes accountability, transparency, and inclusivity, ensuring that marginalized groups, including young women, persons with disabilities, and rural youth, have a seat at the table. We facilitate policy dialogues, advocacy campaigns, and intergenerational forums that bridge the gap between youth and policymakers, creating space for constructive engagement, collaboration, and mutual learning.
HoAYN also supports member organizations to monitor governance processes and advocate for youth-responsive policies and budgets, particularly in areas such as employment, climate action, peacebuilding, and education. By nurturing a generation of informed, engaged, and ethical young leaders, we are contributing to the emergence of governance systems that are more participatory, equitable, and accountable to the people they serve.
